Australia, Austria, Belgium, Canada, the Czech Republic, Denmark, Finland, Germany, Hungary, Ireland, Italy, Japan, Netherlands, Norway, Poland, Slovakia, South Korea, and Spain: All are industrialized nations that have the technical capacity, but not the political desire, to develop nuclear weapons. Almost all of these nations operate nuclear reactors that are under IAEA inspection. Several have stocks of weapons-usable nuclear material, also under IAEA monitoring.
