There are also reportedly tons of LEU at Electrostal for use in VVER and RBMK
reactors. This was the initial site for Government-to-Government cooperation on
MPC&A upgrades, which focused first on the LEU fabrication line and currently on
the HEU breeder fuel line. In addition, the U.S. is undertaking on-site Material
Protection Control &Accountability training at Electrostal. In 1994, Russian
scientists trained at the Siements LEU Fuel Fabrication Plant at Richland,
Washington, and by December 1994, initial MPC&A equipment was installed,
including personal computers, software, seals, and labels. In January 1995, the
physical protection equipment was installed, including special nuclear material
(SNM) detectors, additional PCs and software, and access controls. In June 1995,
non-destructive assay equipment and more physical protection equipment was
delivered, including metal detectors and portal monitors. MPC&A upgrades are
scheduled to be completed here by the end of 1996.
