D R A F T  THE STRUCTURE OF NATIONAL, REGIONAL AND GOVERNORATE COORDINATION CENTERS

The establishment, at all command levels, of coordination centers is essential for the management of the reconstruction effort in Iraq. Each coordination center must contain sufficient elements to ensure the smooth and secure operation of the reconstruction process. While the first such center should be established in Baghdad centers at the other levels of command must be established immediately and simultaneously with each other thereafter.

The office of the Director of Security and his staff will be located within the PMO but will not form part of the NCC Cell. The role of this office will be overall command and control of the PMO Security personnel and assets, the formulation of Security Policy and the continuous audit of contractors' security assets quality and efficacy.

National Coordination Center (NCC) - Baghdad

The Program Management Office (PMO) Cell in the NCC has the function of establishing close and constant liaison with collocated Coalition Forces (CF), Iraqi military and police forces, the Directorate of Infrastructure, and civilian authorities. The task of the cell is to gather, and ensure the continuous flow of, information and intelligence about all activity likely to affect the conduct of contractor operations. A sound knowledge of the detailed activities of the of the security forces, the activity of the enemy, and the activity of the Contractors and their security agencies is essential to the functioning of the Cell. The knowledge will allow the Cell to deconflict these various activities, and to provide the Contractors with the most up to date and accurate advice possible; this will enable the Contractors to plan their activities so that they may be conducted in the greatest possible safety.

The PMO NCC cell has the overall responsibility of managing , coordinating and controlling the activities of Contractors and their security agencies, and of conducting continuous security audits.

It is the responsibility of the cell in the NCC to pass information and intelligence to the PMO cells in the Regional Coordination Centers (RCC) where it will be managed and distributed as appropriate.

Regional Coordination Centers (RCC)

The RCCs are the main centers for PMO Security detailed planning, and for issuing directives to contractors operating in the Regional area of responsibility. The PMO Security Cell is responsible for receiving intelligence and information passed to it from the NCC, and gathered from the other agencies within the RCC, and from the contractors, and from them producing advice and guidance to the contractors for the safe conduct of their business. The RCCs (and the GCCs - see below) are responsible for initiating close liaison and cooperation between the contractor and the local authorities and population.

Governorate Coordination Centers (GCC)

The main functions of the GCCs are as for the RCCs. However the major task of planning is carried out at the RCCs, with the GCCs making adjustments as necessary in the light of the immediate local situation.
