The HEU at Khar'kiv is in bulk form. In January 1995, the United States met separately with both Sweden and Finland to coordinate Material Protection Control & Accountability and physical protection assistance. The U.S. DOE completed a physical protection assessment report of Khar'kiv in September 1995 and has supplied MPC&A equipment, including hand-held metal and special nuclear material detectors, computer systems, and accounting software. MPC&A upgrades are scheduled to be completed by the end of 1997.
