The map below has two tabs. The first tracks CO2 outputs by state as calculated by the Environmental Protection Agency for 2003, the latest year available at the time of publication. The second tracks the number of regulations each state has to curb emissions, as compiled by the Center for Investigative Reporting. Click on the tabs to toggle between the two sets of data.

Of course, a single well-enforced law in one state may be more effective than several lax ones in another, but the increasing number of regulations highlights another aspect of the story; namely, that big business, faced with varying state regulations, is now putting pressure on federal lawmakers to come up with a national standard. It's better business to comply with one carbon cap than 50 different ones.
